On Wednesday, 18th October 2023, the Continuing Learning Unit at Al-Maarif University College held an awareness seminar on heavy weapons outside the country presented by Asst. Dr. Ali Mikhlif Hammad, a member of the teaching staff in the Department of Law, and Officer Haitham Abdel Aziz, Manager of the organization’s inventory in the hands of the country / Anbar Police Command, discussed the legal background of this phenomenon, its causes, consequences, and results, and what is the legitimacy of the measures taken by the country.
Asst. Dr.Ali Mikhlif Hammad has explained several reasons for the proliferation of weapons, including the weakness of the security services after 2003, the ease of obtaining and acquiring weapons, the presence of an armed magnate with powerful authority, and the tribal history inherited from generations.
The results of this danger disrupt public security, pose a danger to society, pose societal threats, and create an unsafe societal and courageous environment, which results in living in a dangerous, unstable society filled with fear.
Officer Haitham Abdel Aziz explained the statistics of the spread of weapons around the world, as Iraq and the Fifth Cooperation contributed 35% to the weapons of the escaped, as she recorded the number of pieces that lasted between 13-15 million weapons, added that this phenomenon was largely hidden after 2003, as the government sought to establish special figures and penalties to avoid the danger of the spread of weapons, and they showed the laws and conditions that the state enacted for the possession of weapons and the prohibition of the law that it enacted in the Iraqi constitution to hold violators accountable.
The most important recommendations to fight this phenomenon were:
- Spread community awareness and awareness programs about weapons.
- There is no solution to tribal rivalry.
Weaknesses in institutions must be overcome. - Applying the law to everyone.
- Imposes his right on anyone who owns an unlicensed weapon.
- There is no need for that by parties outside the framework of the Constitution.
Concluding the seminar, the officer began to clarify the method of registering a licensed weapon to maintain the safety of society and restrict weapons in the hands of the country.
